Looking at 63650004.img, it uses 66 line types and 67 area types.
What happens if you reduce both/either of those numbers of types to less than 64?
I don't think this will help, I have found tiles (i.e. Vienna where more 77 different polygons and 74 line tpyes are used in one tile) and those tiles work perfectly fine. Should I even give it a try?
