[PATCH v1] mp improved tag handling

Current mp implementation does not remove polygon tags from unclosed ways. I have observed that the unclosed polygons sometimes are closed in a later step of mkgmap. This causes flooding of areas around seas. Finnland is a great test area for this. Attached patch removes all polygon tags from ways that are used in multipolygons. WanMil

The tables were completed by running a script calling Text::Unidecode. The transliteration continues to be language and context insensitive so it is going to work better for some languages than others. Previously, if two nodes had identical coordinates and they were both on the boundary, it would output a warning message and not merge them. Now, it just gets on and merges them.

Anti-islands are closed polygons tagged with natural=coastline whose direction is such that the water is on the inside and the land on the outside. These are re-tagged natural=water so that they will be visible above the land background. If the tile contains at least one anti-island and no other coastline reaches the edge of the tile, it is assumed that the tile background should be land and not sea. Anti-islands that are surrounded by water don't make sense so they are converted into islands (they were probably meant to be islands but the points were mistakenly drawn in reverse order).
