Fix sorting of records in MDR 4.
Doesn't appear to have any effect, so perhaps they do not actually need to be sorted. IMHO they look like sorted... The socond byte look like flags 0x00 if the point has record in mdr5,mdr25,mdr27? 0x01 no references in other subfiles 0x03 - the point is city

I like your idea that it is a set of flags indicating which sections it is in, but I don't think it can be true. These are not on individual points but on whole classes of points. Also it is always true that eg. 0xb is a city, so there is no need for anything else to say that. Since mdr5 is also for cities, 00 overlaps with 03. ..Steve
