still an arc with length 0

I'm running it on The Netherlands from a couple of days before, judgeing from the OSM History, no one touched this way in the last couple of days. FYI, the bug that led to the error message being output is reasonably subtle and to trigger it you needed to have a roundabout (or some other looped way) that contained a node that was 2 points from the end of the looped way and the node had to be close enough to the penultimate point in the way to cause a short arc if the way was split at the penultimate point (which it normally would be to break the loop).
