[PATCH v1] Merge postal code areas in preprocessed bounds
The input for preprocessed bounds sometimes contains multiple small overlapping areas for postal codes. The patch merges all areas for one postal code. This reduces the size of the preprocessed bounds files a bit. WanMil
I forgot: The patch also sorts out all admin_level=2 boundaries that cannot be matched to the LocatorConfig.xml. That avoids adding boundaries like: http://www.openstreetmap.org/browse/relation/1581947 WanMil
