Splitter now work correctly with the command line arguments --mixed and --keep-complete=false

With last splitter version v580 and osm data file not sorted by ID but by QuadTile, the splitting process works fine. Bug solved --- Questa e-mail รจ stata controllata per individuare virus con Avast antivirus. https://www.avast.com/antivirus
