Patch to fix 'allow to' typo in splitter documentation

Hi Bas, thanks, I've committed your patch and with r425 I've added some missing options in the help file. I hope I did not mess up the formatting in the man file and the xml format. Thanks for applying the patch. There was a small issue with the <option> usage which I fixed with the attached patch. In slightly related news, the mkgmap-splitter package for Debian was accepted into the archive yesterday after being in the NEW queue since January.
