New factor for length calculation.

It's now 3.28/16 as opposed to the original 3.28/4, based on feedback from the wiki. It's possible this factor varies depending on some parameters.

docs say that two nodes must not be closer than 5.4 meters. 5.4*3.2808399/16=1.10 close to 4.88*3.2808399/16=1.00. So it's the minimal node to node distance that can be encoded. if there an indicator of the units, 3.28.. is meter to feet it may be just /16? -- have fun, alex
