There is more to this than I thought. I remember the default being 5, but the code currently has 0 as the default. So 0 shouldn't work and that ties in with the observation by Chris.

Also when remove-short-arcs is given, then it appears that the boundary nodes are not created, which will also break routing.

Hi, what do you mean by boundary nodes? Are these the nodes which are needed for tile-to-tile routing ? Chris
