[mkgmap-dev] I added mkgmap to the GitHub OpenStreetMap mirror

I added mkgmap to my GitHub mirror on OpenStreetMap: http://github.com/openstreetmap/mkgmap It's just a git-svn conversion of trunk. Adding it there mainly for me and others who want to follow the project.
