Yes I have understand your suggestion. And created a small SanIsidro.osm.
Inside are only 2 ways, tagged as bridge=yes and layer=1. This 2 ways are placed
at the end of osm.file. Then created a map with option --preserve-element-order
. But it looks wrong. I maked 2. test : have changed the 0x1 and 0xc.
Result is : 0x1 is drawn over 0xc.
So I assume , it is hardcoded.
