[mkgmap-dev] [PATCH v3] turn restrictions

Folks, Here's the current code - not much different from the previous versions, just a few tweaks to some diagnostics and avoid NPEs here and there. Unless some bad problems show up, or anyone has any issues with the implementation, I shall be looking to commit this to the trunk in a day or two. Cheers, Mark
