I guess this is generated in this part of POIGeneratorHook.java:
		if (poiCoord == null) {
			// did not find any label coord
			// use the common center point of the area
			poiCoord = polygon.getCofG();
		}
		
		Node poi = createPOI(polygon, poiCoord, AREA2POI_TAG);
