[mkgmap-dev] Commit r3735: Fix error in MapSplitter introduced with the --order-by-decreasing-area option

Version mkgmap-r3735 was committed by gerd on Wed, 21 Dec 2016 Fix error in MapSplitter introduced with the --order-by-decreasing-area option We must not produce empty MapArea lists in the split process, they cause invalid TRE file data.
