The proposal doesn't say that the members of a relation have to build closed rings, I think it is quite different to mp. If you change the type to multipolygon you have to hope that mkgmap connects the ways. No idea if that works. But it should be possible to handle it by mkgmap style-file. At least you can copy route-relation tags to ways and it should be similar in that case. Or am I wrong @Gerd?
