I think it is even end-user specific. Someone who makes a Garmin map for car use might find "unroutable" is everything that is gravel. Someone with a mountainbike map might think that gravel is just fine, but other properties of ways/tracks/paths should be avoided. There is no need to dictate the OSM people what I want for my map.
