Yes, this feature is already implemented in add-pois-to-area.

First the algorithm should take information of Karlsruhe-Schema. If there is only an adressinterpolation, then there should be a linear interpolation between the given adressinformation.
If this doesn't contains informations about streets, there should be a "bruteforce" to find next street. Information about country and city shouldn't be a problem after LocationHook.
