[mkgmap-dev] Commit: r1383: Take care of the case when the number of cities/regions is more

Version 1383 was commited by steve on 2009-11-13 15:43:31 +0000 (Fri, 13 Nov 2009) Take care of the case when the number of cities/regions is more than 0xffff. Map of germany now works for me. Also modify flag setting as per Anton's understanding of it. Will make no practical difference unless more than 0xffffff cities.
