Someone wrote a little python script to convert it into a KML file. Have a look here, search for "convertarealist": http://forum.openstreetmap.org/viewtopic.php?pid=13920 As far as editing goes, I'm not aware of any such tool. It would certainly be useful, though to do it properly would require some sort of 'density map' to be output by the splitter too, so you could tell how many nodes were in each area as you edited it. That's something I'd be happy to consider adding to the splitter if someone wanted to work on an editor for areas.list.
