what do you think of this general rule 

mkgmap:country  admin level 5 

then mkgmap:state admin level 6 
mkgmap:region admin level 7 
postcode sdmin level 8 
suburb  level 9, 10 

would that be a good idea for general rules , to give definition ?

The tags mkgmap:admin_level2 - 11 may be set when
the bounds option is used. The values are taken from
the corresponding administrative boundaries.
