Alexandre,
try to convert the license file with your editor into UTF-8 and run it again...
That most problably works.

Hi guys,
 
I convert a set of maps daily to my group and I've been successfully using mkgmap r3702. 
However, today I upgraded to r3734 and started getting the following error in the license file:
 
java -Xmx14g -XX:+UseParallelGC -XX:+UseParallelOldGC -XX:+UseAdaptiveSizePolicy -jar ..\Ferramentas\mkgmap.jar --style-file=..\Ferramentas\mkgmap-style-tracksource --license-file="..\txt\Licenca-TS.txt" -c TS-Brasil.args
