[mkgmap-dev] Commit: r1972: Implement the SRT expansion table.

Letters can be sorted as if they were two or more letters, if this is the case then the sequence is stored in srt5. Previously there was a hardwired and quite possibly inconsistent table in place. Add sorting rules for arabic.
