Yes, it is a pity, but I think this is not only a problem in mkgmap, it is a general problem in OSM, therefore I think you should discuss this first in the OSM forums / lists. The type=area proposal is quite old is not often used.
There are other proposals like area:highway=steps (usage count: 700), but nothing really which is used in a significant count. Chris
