Actually, the patch removes the error, but the outcome is wrong. It drops the tertiary street, instead of dropping the residential street. Its more of a work-around or problem avoidance than a fix. It does not add roads that are not attached to anything else. Might be quite reasonable for roads, but from Gerd's post earlier this week, we can't be sure that only roads are being processed.
