[mkgmap-dev] Commit r4141: fix possible "internal error: via way doesn't contain expected points"

Version mkgmap-r4141 was committed by gerd on Mon, 26 Mar 2018 fix possible "internal error: via way doesn't contain expected points" This happened when a RestrictionRelation was detected as invalid because a via way is not routable.
