access!=no is already covered by access!=* And what if highway=cycleway and access=private? Then the road is not shown.... Maybe this should rather be: highway=cycleway & access!=* {add access = no; add bicycle = yes; add foot = yes} [0x16 road_class=0 road_speed=1 resolution 23] I tested this with highway=cycleway & access!=no {add access = no; add bicycle = yes; add foot = yes} [0x16 road_class=0 road_speed=1 resolution 23] Then the routing works fine. Foot=yes should be maintained, at least in NL's walking is allowed on cycleways.
