Not sure what to do with your version of splitter.txt. the attached patch adds a hint that holes in *.poly files are ignored. It also adds the --polygon-desc-file option in splitter.txt.
Unfortunately I don't know how to test the formatting in the various formats, esp. the man page. Would be nice if someone on a linux system could test this.
