About access on bridleways i'm not sure. In the UK cyclists are allowed but in the NL's only pedestrians. The default rule is no access for all vehicles and even pedestrians?
Which matches the german law: even pedestrians are not allowed to use a bridleway if there is not a special sign telling them otherwise.
