[mkgmap-dev] Merge of the build branch

Hi I am going to merge the build branch. This has no affect on the maps, only on the way that mkgmap is built and run. The main thing that will be different is that the library files for reading PBF files will now be in a lib directory in the distribution just like in splitter, instead of in the same directory as the mkgmap.jar With the new build process all needed jars are downloaded automatically the first time they are needed as part of the build via ivy. Thanks to Richard Hansen for doing the conversion to ivy. ..Steve
