okay, here is my next proposal for the include.
I've removed the additional rules to delete maxspeed
and changed the threshold values so that the
values are set according to the table at the top .

If I here no complains I'll commit it on wednesday.

Normal residential streets in the United States are generally posted 25 or 30 mph but school zones are 15 mph. And in my experience, the school zone limits are usually well enforced.

I am at home (Germany), but I use the GIS interface to write this.
