If you want to compile the sea-generator you need also the Geotools_ivy_config-2.patch, see here http://gis.19327.n5.nabble.com/PATCH-v1-Precompiled-sea-generator-tp5713654p...
I'll commit that. There is more to do to enable it to build, but those dependencies can be checked in without harm I think. ..Steve
