Another thing I forgot to check and mention is that "Find" > "Cities" only shows nearby POI with range 0x0100 .. 0x0d00, ie not 0x0e00 .. 0x1100.

Changing to "Search by Name"/"Spell Search", it also finds POI in range 0x0d00 .. 0x1000/
