There seems to be a bug in OSM data there, there are 2 ways overlaid, see: http://www.openstreetmap.org/way/176844915#map=15/52.0021/20.2465 http://www.openstreetmap.org/way/260842529#map=15/52.0022/20.2465

This might explain that the problem is related to --preserve-element-order, but it doesn't explain the problem itself. BTW: Way 176844915 was already removed. Gerd
