Well mkgmap can now read .pbf, but it doesn't do any splitting, so if
the file is large enough you still need to split it. Splitter will have
to produce .pbf output (which it doesn't yet?) for the mkgmap support to
be particularly useful.

There's a branch in the splitter repository that supports reading pbf files, along with significant improvements in scalability and performance, but it still generates *.osm.gz files for output.
