I downloaded the small area around that way and it came out fine. I tried with no options and with --route --latin1.
The .img file of that tile is my biggest one, 19002368 bytes. I guess it is soon time to split the tile again. In the past, I have been forced to split tiles when strange things happen (mostly, broken routing). Marko
