So, I think it is plausible that the factor is a constant.
I think the idea was that in some maps the factor was different perhaps because there is a flag in the header that scales it differently. I'm sure that within a given map it is constant.
And maybe this also gives the precise default value for short-arc-removal: 16 * 0.3048 = 4,8768
That is probably true. ..Steve
