I have moved the merging after the short arcs handling.
I modified the merging in that way that the highway count at the merged point is decreased. Now I get several warnings about routing problems:

Do you have any idea why there is a problem when decreasing the highway count by one for the merged point?

yes, I think it should be moved after the loop that copies the points.
