I'm afraid not ; have just tried latest mkgmap and still get the
border pois with
SEVERE (MapArea): K:\A_POIT~1\pois.mp: Point with type 0x2a00 at
http://www.openstreetmap.org/?mlat=50.024300&mlon=9.976801&zoom=17
is outside of the map area centred on
http://www.openstreetmap.org/?mlat=49.801090&mlon=10.588803&zoom=17
width = 57042 height = 20803 resolution = 24
Strangely , it always refers to zoom=17 eventhough this was not
specified in the mp file.

I think the problem in mkgmap is fixed with r3612.
