Well - not always... There are often cases where something doesn't display properly or doesn't quite have the desired representation on a particular map and sometimes people are tempted to change the data to something that is "wrong" so that the representation of it on a particular map is more what they want (see http://wiki.openstreetmap.org/wiki/Tagging_for_the_renderer). In this case however the data IS wrong in the sense that the admin_level's already on the relation, so it does make sense to change it. Cheers, Andy
