[mkgmap-dev] mkgmap build greater than 3113 routes through barriers with access=no

Just noticed that the mkgmap build greater than 3113 is allowing routing through barriers with access=no. I have not changed the style since then except that I upgraded to a new mkgmap build and routing through gates with access=no is possible.
