Steve, tested and confirmed, yes it works this way and I'm able to get the singlequotes into the label on the map as needed..... was easier than I thought... You notice there is a 'singlequote' between the words "Caixa d" and "água".
You can use double quotes around the whole string instead, eg:
man_made = water_tower & name = * {name "${name} (Caixa d'água)"}
