[mkgmap-dev] License of OsmosisRuntimeException.java copy in splitter source is outdated

Hi all, While working on the Debian package for splitter, specifically the copyright file, I noticed that the copy of OsmosisRuntimeException.java included in the source still states that it's licensed under the GPL (without a version), whereas the recent osmosis source places it in the public domain like the rest of Osmosis. The attached patch updates the OsmosisRuntimeException.java file included in the splitter source with the current version from the osmosis source. The only change is the license statement.
