I'm not sure altogether. The thing is, I myself wouldn't tag a road with the combination "bicycle=no/cycleway=lane", as this feels wrong. (You can't have a bike lane on a road that allows no bikes, as the lane is part of the very road). But that doesn't mean it's not possible. I simply don't know. So actually, for me, the opposite cycleways are enough and I simply should use that option. I'm not sure what the other option could do. If others find it useful - leave it as is.
