[mkgmap-dev] display tool: use utf8 for check programs

Hi devs, the display programs (MdrDisplay, NetDisplay, ...) show Chinese characters but MdrCheck and NetCheck produce only ?. Attached patch fixes this. Any better ideas? Gerd
